FORGET ME NOT - My Cow Book Project

Some years ago - to be exact 39 years ago -  if my memory does not fail me, I dreamt of building a library for the Youth community in Dalat, Vietnam. We were about a 100 young people along the street of Hai Ba Trung where I grew up and lived until my move to Saigon - rebaptised into HOCHIMINH CITY after 1975 - for further studies.

By an accident of youth, I was elected the Youth General Secretary of my district and was asked to lead my group of young enthusiasts. To raise money to build up our library, we had decided to raise a milking cow - yes, I was backed up 100% by my young followers between 18 and 30 years of age. I was then 18 years old myself. So, in order to raise fund to buy the cow, we decided to go into the woods, to cut down trees, make the logs for heating and cooking (cui) and sell them on the market as there was no more other cooking gas by the end of the war.

Hy vọng việc dịch sách sẽ là một công cụ để hòa hợp và hòa giải các dân tộc trên thế giới xóa bỏ hận thù và tìm cái thiện để cùng vươn lên.

Vậy mà đã 54 năm kể từ ngày Liên Hiệp Quốc khai sinh Ủy Ban Sông Mekong [1957] và cũng đã 16 năm kể từ ngày thành lập Ủy Hội Sông Mekong[1995]. Trung Quốc đã và đang tiếp tục xây những con đập thủy điện khổng lồ chắn ngang dòng chính thượng nguồn sông Mekong, Thái Lan có kế hoạch chuyển dòng lấy nước từ sông Mekong, và nay lại có thêm dự án 12 con đập hạ lưu.

Đến nay 2011, Trung Quốc đã hoàn tất 4 trong số 14 dự án đập Vân Nam. Con đập thứ 5 Nọa Trác Độ / Nuozhado lớn nhất cũng đang được tiến hành xây cất cùng với con đập thứ 6 Công Quả Kiều / Gongguoqio. Sau con đập Tiểu Loan, chỉ trong vòng 2 năm nữa, , khi con đập Nọa Trác Độ khổng lồ hoàn tất, có thể nói về tổng thể Trung Quốc đã hoàn tất kế hoạch chuỗi đập bậc thềm Vân Nam và làm chủ dòng sông Mekong.

Không có dấu hiệu các dự án xây đập thủy điện trên suốt dọc chiều dài sông Mekong sẽ chậm lại. Tuy chỉ với 4 con đập Vân Nam, các quốc gia hạ nguồn đã bắt đầu chịu những hậu quả “nhãn tiền”: những cơn lũ bất thường trong Mùa Mưa, nhiều khúc sông cạn dòng trong Mùa Khô và nạn nhiễm mặn trầm trọng hơn nơi Đồng Bằng Sông Cửu Long. Ngót 70 triệu cư dân trong Lưu vực Sông Mekong và gần 20 triệu dân vùng ĐBSCL đang và sẽ phải làm gì để thích nghi và sống còn?

Ủy Hội Sông Mekong / MRC đã chứng tỏ vô hiệu và không có một nghiên cứu cụ thể nào về các biến đổi hạ nguồn do tác động từ các con đập Vân Nam. Các quốc gia Mekong không thể trông chờ các hoạt động thiếu hiệu quả của MRC lâu hơn nữa, mà phải tự cứu mình làm các nghiên cứu này, đi tìm những giải pháp và công bố trên các diễn đàn quốc tế.

Và đang có manh nha một sáng kiến từ Hội Sinh Thái Việt: tiến tới vận động hình thành một Tổ Chức Lancang-Mekong mở rộng với 6 quốc gia bao gồm cả Myanmar và Trung Quốc.

Thanks to Nobel prize winner, I discovered another like-minded colleague, Blogger and Translator Pham Nguyen Truong. Here is what he said about Svetlana Alexievich:

"Svetlana Alexievich có một tiểu sử thật đặc biệt, có thể nói bà là người công dân lý tưởng của thế giới. Svetlana Aleksandrovna Alexievich (tiếng Bạch Nga: Святлана Аляксандраўна Алексіевіч) sinh ngày 31 tháng 5 năm 1948 ở Ucraine, thuộc Liên Xô cũ. Cha bà là người Bạch Nga, còn mẹ là người Ukraine. Sau này cả gia đình đã chuyển về sinh sống ở Bạch Nga. Từ đầu những năm 2000, bà sống ở Ý, Pháp, Đức, Thụy Điển và từ năm 2013 thì trở về sống ở Minsk (Bạch Nga).

Giọng điệu văn chương của bà gắn bó mật thiết với cuộc đời bà. Chính bà từng nói rằng mình là “cái tai”. Bà nghe, ghi nhớ, ghi chép, tái tạo và sắp đặt lại. Bà biến cái riêng thành tài sản chung của xã hội, bà kể về những điều chưa ai biết, bà nhắc lại những chuyện mà người ta đã quên. Tác phẩm “Chiến tranh không có khuôn mặt phụ nữ” - là những câu chuyện về những người phụ nữ ngoài mặt trận, tác phẩm “Những chiếc quan tài thiếc” (Цинковые мальчики) – viết về những chiến sĩ ở Afghanistan, tác phẩm “Thời đại Second-hand” (Время сэконд хэнд) – kể về những năm 1990."

Tôi mơ thấy mình đang theo dấu vết chân vẫn còn in đậm trên bãi cát Vũng Tàu, những dấu chân mà tôi đã để lại 35 năm về trước, cái thời tôi mới chân ướt chân ráo đến Thành phố Vũng Tàu để nhận nhiệm vụ sau khi tốt nghiệp trường Đại học Khoa học Xã hội và Nhân văn từ Thành phố Hồ Chí Minh.
30 năm tha hương xứ người, những kỷ niệm ngọt ngào xưa ùa về, đưa tôi trở lại ký ức năm nào.

Chuyện kể lại ở đôi dòng sau…

Tôi không biết trên đời này có công việc nào tuyệt vời hơn là công việc mà tôi được phân công tại Việt Nam, vào những năm đầu của thập kỷ 80: hướng dẫn viên du lịch kiêm phiên dịch viên cho Công ty Dịch vụ Hóa dầu.

Quả thật vậy, sau khi miền Nam được giải phóng, tôi là một trong những người may mắn hiếm hoi được trau dồi ngoại ngữ dưới vai trò một phiên dịch viên, hướng dẫn viên du lịch và chuyên viên quan hệ công chúng. Là một sinh viên vừa tốt nghiệp trường Đại học Khoa học Xã hội và Nhân văn, nói trôi chảy năm thứ tiếng, và xuất thân từ một gia đình “không thuộc thành phần chống đối”, tôi được phân công vào công ty du lịch danh tiếng nhất bấy giờ ở Vũng Tàu – thành phố trước đây được gọi là là Cap St Jacques (nghĩa là Mũi đất mang tên Thánh Giacôbê, tên do người Pháp đặt), được coi là một Rio de Janeiro Việt Nam.

Tôi vẫn nhớ như in ngày đầu tiên trong nghề, được giao đón tiếp một đoàn du khách Nga tới từ Mosow. Trước khi đoàn đến, tôi đã học đến thuộc nằm lòng kịch bản dẫn khách mà mình đã chuẩn bị từ trước đó bằng tiếng Nga, về những di tích văn hóa và danh thắng Vũng Tàu. Hôm đó, trời đầy nắng và gió. Đoàn du khách khởi đầu bằng chuyến đi vòng quanh đảo. Điểm dừng chân đầu tiên là Thích Ca phật đài ở Núi Lớn ở một ngôi đền trông ra toàn cảnh lộng lẫy, tráng lệ của Vũng Tàu, cũng là cửa sông Sài Gòn. Đoàn đi qua “Nhà Trắng” – khu nghỉ mát mùa hè của Vua Bảo Đại, và dừng chân tại một làng chài cách đó không xa.

Đoàn khách thường di chuyển trên chiếc xe Volga của Nga. Dọc đường đi, tôi thường kể cho du khách nghe về tất cả những gì tôi biết về đức tin, về con người, về văn hóa ẩm thực, cho dù vốn từ vựng tiếng Nga, tiếng Đức về Phật giáo có phần hạn chế, và thỉnh thoảng còn kể về những ước mơ của tôi. Rồi cả đoàn tới thăm đền Lăng Cá Ông và tượng Đức Trần Hưng Đạo, trên đường ra bãi sau, sau khi dừng chân uống nước tại Khách sạn Hòa Bình. Chương trình tham quan buổi chiều gồm việc viếng thăm chùa “Niết Bàn Tịnh Xá” (hay còn gọi là chùa “Phật nằm”).

Tôi tiếc rằng phải chi lúc đó mình có kiến thức phong phú về Phật giáo như bây giờ để có thể chia sẻ nhiều hơn về nghiệp chướng, luân hồi hay vô thường và những lý thuyết nhà Phật khác cho những du khách Nga và Đức đang chăm chú lắng nghe tôi nói, và có lẽ họ thường tự hỏi tại sao ở một quốc gia bị tàn phá do chiến tranh, một quốc gia được cho là có đường lối cộng sản khắt khe như đất nước chúng ta, lại có một cô gái nhỏ nhắn, trẻ trung với đầy nhiệt huyết, có thể nói chuyện về Goethe, Dostoievsky, Tolstoy, Krishnamurti và những điều đáng ngạc nhiên tương tự như thế.

Tôi nghĩ rằng họ thậm chí còn thấy ngạc nhiên hơn về khả năng ngoại ngữ của tôi khi tôi chia sẻ rằng tôi chưa bao giờ bước ra khỏi Việt Nam, rằng tôi học tiếng Pháp từ những cuốn tiểu thuyết của thế kỷ 19, tiếp thu tiếng Đức chỉ bằng phương pháp “Assimil” trong cuốn “Deutsch Ohne Muhe”, mà không có từ điển, học tiếng Nga từ những giáo trình chính trị (không có bất kỳ minh họa hình ảnh – âm thanh nào), và rằng tôi thường đi tới nhà thờ Baptist ngày chủ nhất trong suốt thời kỳ chiến tranh Mỹ để nâng cao trình độ tiếng Anh. Tôi không kể rằng các giáo sư người Mỹ dạy tôi là những sĩ quan hoặc lính Mỹ này thường đến lớp với một khẩu súng trường, sẵn sàng nhả đạn nếu có động tĩnh không hay. Tôi học ngoại ngữ trong những điều kiện học tập kể trên với khát khao và niềm háo hức vô tận để vươn ra thế giới.

Là người liên lạc duy nhất cho các đoàn khách từ nước ngoài, tôi trở thành “ngôi sao” trong mắt những vị khách quốc tế này. Họ thường xuyên chụp ảnh tôi tươi cười với làn da rám nắng trên bờ biển tuyệt đẹp của Vũng Tàu. Những bức hình của tôi theo về tới quê hương họ, là món quà kỷ niệm đáng trân trọng sau quãng thời gian ngắn ngủi ở một đất nước vẫn còn ngập tràn bí ẩn với thế giới. Còn với tôi, tôi vẫn giữ nguyên vẹn ký ức của những lần gặp gỡ đó.

Khi tôi gặp Kurt, người chồng Thụy Sỹ của mình sau này, tôi đoán rằng trong con mắt anh, tôi là hiện thân của những giấc mơ Việt Nam trong anh. Về sau, trong vô vàn những cuộc trò chuyện dài đêm khuya tận cho tới khi anh qua đời, Kurt đã thú nhận rằng không biết tại sao anh đã luôn mong mỏi đến Việt Nam, và khi gặp TÔI, anh ấy ĐÃ nhận ra lý do TẠI SAO. Những người bạn Việt của tôi nói rằng anh ấy là người Việt Nam ở kiếp trước. Tôi cũng tin là thế. Câu chuyện tình của tôi cùng Kurt có thể trở thành chủ đề của một bộ phim tình cảm lãng mạn tuyệt hay cho Hollywood, đặc biệt là đoạn kể về hoàn cảnh dẫn tới cuộc gặp gỡ khiến hai người quen nhau trong những năm đầu miền Nam Việt Nam sau khi chiến tranh chấp dứt.

Nhưng trước mắt, tôi muốn quay trở lại với những buổi dẫn đoàn du lịch, công việc hàng ngày của tôi trong nhiều năm liền.

Các đoàn tôi dẫn thường có 20 người, phần lớn tới từ Đông Âu, chủ yếu là thanh niên Đức và Nga, đôi khi Tôi còn tiếp đón một vài VIP hay khách của chính phủ, Thủ tướng, thậm chí những người nổi tiếng, ví dụ như Phạm Tuân – phi hành gia Việt Nam đầu tiên bay vào vũ trụ. Và trong một vài trường hợp hiếm hoi, Tôi dẫn tour cho các du khách Nhật, Mỹ và Pháp, hay ví dụ như trường hợp của Kurt, một trong những du khách Thụy Sỹ đầu tiên.
Sau chuyến đi buổi sáng và bữa trưa (thông thường là ăn tôm càng và các đặc sản biển khác) ở khách sạn quốc tế duy nhất tại Vũng Tàu, đoàn sẽ tới khu nghỉ mát trên biển dành cho du khách nước ngoài. Khác với các đồng nghiệp Hướng dẫn viên tại Vũng Tàu, tôi không chờ khách tại quầy lễ tân mà thường cùng đoàn đi bơi, tắm nắng, thưởng thức đồ ăn, nước uống khi họ mời, hoặc nếu không, tôi sẽ cùng họ ăn tối tại nhà hàng của khách sạn hay ăn cùng anh lái xe kiêm vệ sỹ cho những chuyến đi xa.

Ở Bãi Sau có một câu lạc bộ hạng sang với dịch vụ xa xỉ (so với tiêu chuẩn Việt Nam sau chiến tranh), được trang bị vòi tắm nóng lạnh, lọng che nắng, và được quản lý bởi người trông coi vịnh; có những cô gái rất đẹp phục vụ tại quầy bar, có đồ uống lạnh và cả nhân viên an ninh. Bãi cát chạy dài hàng cây số luôn sạch sẽ và chỉ dành riêng cho người nước ngoài, không cho phép phục vụ người dân địa phương. Tôi đồ rằng, ngoài lý do an ninh, chính quyền cũng đạn hạn chế sự tiếp xúc giữa người dân bản địa với khách ngoại quốc. Về sau, tôi mới biết rằng trong suốt thời kỳ tiền chiến tranh với Trung quốc, người ta đã phát hiện ra nhiều tàu chiến chở đầy vũ khí dọc bờ biển Baria, cách khách sạn tôi ở tầm 30 cây số.

Là một hướng dẫn viên du lịch, tôi cảm thấy tù túng khi bị giới hạn đường đi, bị quản thúc và bị theo dõi bởi những “đồng nghiệp” thuộc đội công ăn đặc nhiệm “A*”. Dĩ nhiên, ở thời điểm đó tôi không lường trước được những hình thức kỷ luật nếu bất tuân các lệnh về an ninh.

Quả vậy, theo yêu cầu của công ty, nhân viên thường phải dẫn các tour du lịch đã lên sẵn lịch trình, nên cơ quan an ninh có thể đã đợi sẵn trên đường. Tôi hay thay đổi lịch trình bởi vì tôi ghét sự lặp lại, cũng không thích bị ra lệnh và bị theo dỗi. Do đó, sếp tôi thường phê bình hành vi “thiếu kỷ luật” của tôi. Hành vi tự do đó xém gây nhiều phiền phức cho tôi, nếu không may mắn được trời phật phù hộ.

Có lẽ tôi phải cảm ơn cuộc đời tôi được quý nhân phù hộ
Một số bạn thân cho rằng sự may mắn của tôi chính là nhờ phước ông bà để lại, đã giúp tôi thoát những tình huống rắc rối như trong câu chuyện tôi sắp kể trong kỳ tới.

The International Monetary Fund (IMF) was established as part of the Bretton Woods system in 1944. Subsequently it became part of the UN structure. In conjunction with the World Bank, the IMF was regarded as one of the central institutions for the managment of post-war economic relations.

The IMF, as the name implies, was intended to supply international liquidity to member states finding themselves in balance of payments difficulties. In addition the Fund was to manage a system of stable (rather than fixed) exchange rates. A particular currency would have a 'par value' which was expressed in terms of dollars. Alteration of that rate would be effected, with the approval of the Fund, if the states' external payments balance was held to be in 'fundemenatal disequilibrium'. 

As already stated, in addition to its supervision of the exchange rate regime, the Fund lends money to member states in balance of payments difficulties. It is always assumed that the monetary authorities of the recipient state would take appropriate measures to correct such imbalances and indeed it has become a feature of the IMF lending that so-called 'conditionality' stipulations would be part of the 'rescue package'. 

Recognition of the right to lay down such conditions is indicated by the recipient government issuing a 'letter of intent' to the IMF. This whole procedure - of laying down conditions which are then accepted in the letter - is clearly a significant erosion of state sovereignty. Although an accepted and expected feature of the IMF's conduct it is not without controversy. The IMF has a tradition of requiring states in receipt of its loans to make structural adjustments to rectify the disequilibrium. Thus raising taxes and interest rates and cutting public expenditure, including subsidies, are typical IMF-preferred policies.

The linchpin of the original Bretton Woods arrangement was the US dollar. The gold/dollar exchange rate had been fixed at 35 dollars per ounce in 1934 and it was assumed that this exchange rate was, to all intents and purposes fixed and immutable. During the early post-war period of reconstruction the principal concern about the dollar was its shortage. 

Although the US balance of payment began to move into deficit during the 1950s it was not regarded as serious. As long as the dollar shortage remained other states in the system were willing to see the US running deficits which were financed by the export of dollars. The IMF system was, in fact, a gold exchange standard with the dollar regarded as being 'as good as gold' for these purposes. The IMF system of stable exchange rates established as a fundamental principle of the system after 1944 began to be seriously questioned towards the end of the 1960s. By 1961 the great emerging problem was the US deficit. By running a deficit the US was funding the system but equally was running the risk that, if confidence collapsed, then a forced devaluation of the dollar would be necessary.

When the collapse of confidence in the dollar eventually came in 1971 it was both spectacular and momentous. Speculative attacks upon the dollar were encouraged by a series of poor trade figures which seemed to suggest that the link between gold and the dollar might have to be suspended or ended altogether. In August 1971 the US President announced that the convertibility of the dollar into gold was temporarily suspended. At the end of a year a joint meeting of the Group of Ten (G10) and the Excutive Directors of the Fund agreed to devalue the dollar 10 per cent against the other currencies in the Group. These decisions effectively brought down the Bretton Woods  system of stable exchange rates. Following a second dollar devaluation in February 1973 the system was abandoned and the new era of 'floating' rates replaced it.

Cautious and considered deliberations of these changes were reduced by the first oil shock in 1973-4. Suddenly states were moving massively into credits or debit on their balance of payments. Any chance of structured reform was abandoned and floating continued into the future. The Jamaica Agreement of January 1976 amended the Articles of Agreement of the Fund to legitimize floating. In reality there has been a good deal of 'managment' of the float by the central banking authorities of the principal G10 states since. The Jamaica Agreement also confirmed that for the future the Special Drawing Rights (SDR) would be the principal reserve asset of the Fund.

The debt crisis of the 1980s was a significant issue area in IMF management strategies. The IMF-Mexico resource package of November 1982 extended almost 4 billion dollars of IMF credit lines in return for structural adjustments such as reducing the budget deficit and subsidies from the Mexican government. Further IMF conditionality included a 5 billion dollar credit from commercial banks to match the IMF monies. The Mexican agreement became the model for other IMF-sponsored rescue packages. 

These atttempts at debt crisis management proved to be a Faustian bargain for many recipients. Growth rates significantly deteriorated as debt as a proportion of GNP rose. IMF structural adjustment demands were the object of party political atttacks from opposition groups. Eventually a new initiative under the so-called Brady Plan allowed for debts to be re-negotiated to reduce interest payments and, in some cases, to rescind the debt totally. Throughout the IMF has continued to insist upon structural adjustments as condition for debt relief.

A series of multilateral agreements on international economic relations were reached at Bretton Woods (BW/US) in July 1944 under the aegis of the embryo UN. Forty-four states agreed to a Final Act establishing an IMF and an International Bank for Reconstruction and Development (IBRD). The proposals that were discussed at BW were the outcome of a series of bilateral nogotiations conducted between the US and the UK over the previous two years. The IBRD was described by the London Economist in 1945 as a 'much simpler project which has attracted neither much discussion nor much hostility...'. 

The IMF, on the other hand, was from its inception more controversial. The two states concerned with these preliminaries, the US the UK had ratehr divergent ideas about the future monetary regime. These differences were made public in, respectively, the White Plan, originating in the US Treasury, and the Keynes Plan, originating in the UK Treasury. White envisaged a Stabilisation Fund made up entirely of contributions from member states. Keynes envisaged a Clearing Union based on the overdraft principle and employing a new unit of account - the 'bancor'. Whereas the total available liquidity remained constant under White - so that drawing rights equalled liabilities - in the Keynes scheme additional liquidity could be pumped into the system to enable debtor states to overdraw. Conversely, creditor states would provide the main collateral in this arrangement.

The Anglo-American differences over the putative IMF are sometimes peresented as the conservative versus the radical views of the future. It should be noted, however, that both schemes tended to reflect the perceived national interests of the parties advocating them. In the event, the US bargaining position was more credible and the Bretton Woods conference produced a fund which bore a close family resemblance to the White Plan.

The term 'Bretton Woods system' is often used to refer to these two institutions and to the regimes established. Both have changed considerably since their inception. Accordingly, the reference to 'Bretton Woods' is of historical, rather than contemporary, validity.

A method of conflict settlement involving third-party intervention. Arbitration is a favored method of settlement in domestic labor-management conflicts, at least in the advanced industrial countries (AICs). The basis of an arbitration award is that the parties to the conflict agree to submit their differences to the third party to make a binding decision to settle the dispute. 

The arbitrator may apply known rules, precedents and laws in seeking a settlement and the arbitration award may be reinforced by sanctions to secure compliance. It is possible, and desirable, for the parties to agree to these rules, at least implicitly, in advance. This means that existing rules and practices can be abandoned in favor of any agreed-upon set of principles. Thus arbitration is more flexible than adjudication because the latter process tends to rigorously eschew innovation and to reflect a status quo frame of reference.


In international relations arbitration as a form of settlement has always had powerful advocates but, apart from a short period in the late nineteenth and early twentieth centuries, it has been little used. Anglo-American diplomacy provides the best examples in the modern world. The Jay Treaty of 1794 inaugurated arbitration as a method of settlement between the two states. The most famous case is that of the Alabama Arbitration of 1872. Scholars are generally agreed that this settlement in favor of the US was prompted by the desire of both parties to improve their relations rather than by any philosophical commitment to the arbitration process.


Many idealists regarded the development of arbitration as essential if war was to be eradicated from international relations. The two Hague Peace Conferences (1899 and 1907) failed to achieve agreement on compulsory arbitration but succeeded in creating the Permanent Court of  Arbitration. This was, in point of fact, neither permanent nor a court. It was a list of persons from which the parties to a conflict could select a name.


Arbitration has not had the success or impact that the nineteenth and twentieth century idealist believed. Essentially the consensus that is required to make arbitration work has been absent. Moreover, although it is marginally more flexible than adjudication, arbitration appears not to be favored in the present system as a means of settlement. The growth of international regional institutions in the contemporary system must be as accounted a major force in reducing the potential for arbitration as a third party mode.

IR - One definition a day: Alliance

A formal agreement between two or more actors - usually states - to collaborate together on perceived mutual security issues. By allying themselves together it is anticipated that security will be increased in one, some or all of the following dimensions: by joining an alliance a system of deterrence will be established or strengthened, by joining an alliance a defence pact will operate in the event of a war, by joining an alliance some or all of the actors will be precluded from joining other alliances. 

Allies will stipulate in treaty form the conditions under which a military response will be required. At a minimum this collaboration will cover mutual obligations upon the outbreak of hostilities, but collaboration often extends beyond this. Joint military exercises, staff training and weapons procurement may all be regarded as proper activities under the rubric of 'being allies'. Allies may feel the need to support each other diplomatically in the conduct of their foreign policies. As with any diplomacy, alliances may be secret or open, bilateral or multilateral. It is not difficult to see why, under traditional concepts of state-centrism, alliance diplomacy was regarded as paradigm high politics.

The alliance was a key variable in the balance of power system. States were assumed to blance against a revisionist state or coalition to maintain stability. In this context alliances were contingent, issue-orientated. Waltz (1979) has suggested that an equally plausible dynamic in the balance of power would be for states to 'bandwagon' behind a putative victor rather than balance against it. In a bipolar system, bloc leaders and superpowers will engage in ally-seeking in order to counter perceived threats at the margin or periphery. Since military capabilities are unevenly distributed in bipolar alliances, serious conflicts can occur within the blocs over the scope and domain of bloc leadership and followership. This tendency is often referred to as polycentrism.


In a multipolar system, alliance dynamics are intrinsically more fluid and there may be greater uncertainty and less predictability about foreign policies and alliance dynamics.As Christensen and Snyder (1990) have suggested, under conditions of multipolarity states may either 'chain gang' (rush headlong into hostilities in support of their allies) of 'buck pass' (stand off from hostilities in the expectation or hope that others will not do so). This dilemna is built into multipolarity and - as the authors suggest - non-systemic, perceptual agent-centered considerations may ultimately decide the dilemna.


The twentieth century has seen ally-seeking and alliance construction as typical repertories of state behaviour. The examplaes of 1914 and 1939 have been widerly studies to extrapolate and validate theories about alliances and occurrence of war. The findings seem to be ambivalent as to whether alliances inhibit or encourage states to go to war. The outbreak of the Cold War confirmed many of the bipolar dynamics already referred to. Both the United States and the former Soviet Union found that bloc leadership could not presume bloc followership. 


Many saw nuclear weapons as exacerbating these tendencies to centrifugalism. Gaulism was perhaps the most explicit statement of these views. The end of the Cold War and the demise of the Soviet Union has left the system with 'morning after the night before' remnants of the old bipolar structure. Whilst the Warsaw Pact has now gone, NATO continues to re-invent itself although whether it is still an 'alliance' remains a moot point.

An INGO working in the issue area of human rights. Amnesty began as a protest movement but quickly took on an organisational structure commensurate with its goals and tasks. The original conception for an international campaign in support of those detained throughtout the world for political or religious beliefs was that of Peter Benenson. Benenson's article in the British Sunday Observer in May 1961, entitled 'The Forgotten Prisoners' caught the imagination of world public opinion. Within a year over 200 cases had been taken up and representations on behalf of prisoners of conscience had been made.

Amnesty pursues three broad policy goals: the release of all prisoners of conscience; an end to all forms of torture (including the death penalty); and fair and prompt trials for all political prisoners. Amnesty is essentially a monitoring organisation and it critically depends upon a well-developed responsiveness from attentive publics throughout the system. In addition its reputation for impartiality and reliability makes it an important information source which is widely used by political elites across the world.

At the time of writing Amnesty has over one million members and supporters in over 150 states and territories. It is governed by a nine-member Executive Committee and a Secretary-General who implements policy decisions and heads the Secretariat. Its headquarters are based in London, UK. It is represented at the United Nations and in 1978 was awarded the UN human rights prize in recognition of its works in this area. Amnesty is officially recognized by the European Union, the Council of Europe, the organisation of American states and the Organisation of African Unity. It was awarded the Nobel peace prize in 1977.

"Let us not lose sight of what actually happened. In this particular 'mistake,' at least 3 million people died, only 58,000 of whom were Americans. These 3 million people died crushed in the mud, riddled with shrapnel, hurled out of helicopters, impaled on sharpened bamboo, obliterated in carpets of explosives dropped from bombers flying so high they could only be heard and never seen; they died reduced to chunks by one or more land mines, finished off by a round through the temple or a bayonet in the throat, consumed by sizzling phosphorus, burned alive with jellied gasoline, strung up by their thumbs, starved in cages, executed after watching their babies die, trapped on the barbed wire calling for their mothers. They died while trying to kill, they died while trying to kill no one, they died heroes, they died villains, they died at random, they died most often when someone who had no idea who they were, killed them under the orders of someone who had even less idea than that. Some of the dead were sent home to their families, some were reduced to such indistinguishable pulp that they could not be recovered. All 3 million died in pain, often so intense that death was a relief. They all left someone behind. They all became markers visited by those who needed to remember and not forget. The loss was enormous, and 'mistake' is no way to account for it. A course of behavior that kills 3 million people for no good reason cannot be passed off as something for which the generic response is Excuse Me."

Gibson, James William. The Perfect War: Technowar in Vietnam. New York: Atlantic Monthly Press, 1986. 523 pages.

James Gibson is a left-of-center scholar who noticed a curious lack of interest in addressing the failure of U.S. policy in Vietnam during the years following the war. Pundits were quick to use Vietnam as a point of departure for discussions of other topics, but they carefully avoided discussing the war itself. Liberals felt that Vietnam was a mistake, conservatives felt that we lost due to self-imposed restraints, and no one examined the evidence.

[Photo]Gibson's loose thesis is that the U.S. fought the war as an affair of statistics and technology, and made the mistake of assuming that the enemy was fighting the same war. The assumption was that the enemy would have to acknowledge our superior firepower and our higher body counts, and then they would surrender. For Washington, the war was a logistical exercise in production: when certain quotas were met, then certain boundaries were redrawn to reflect newly-secured areas on the map. But when reports from the field were skewed to reflect these priorities, it only served to increase our bureaucratic isolation. Ultimately the managers in Washington were far removed from the realities in Vietnam, and had become the dupes of their own definitions.


Halberstam, David. The Best and the Brightest. Greenwich CT: Fawcett Publications, 1973. 831 pages.

David Halberstam's monumental history of how the U.S. got involved in Vietnam has proved so influential that its title phrase has entered the language. Halberstam's original "best and brightest" were the key policy- makers appointed by John Kennedy: McNamara, McGeorge and William Bundy, Rusk, Ball, Westmoreland, and Taylor. At the outset, this team of Ivy Leaguers and West Pointers expected to surpass the accomplishments of their great Second World War predecessors. Instead, they embroiled this nation in the Second Indochina War and all but tore it apart -- and never mind what they did to the Indochinese. Using the techniques of a quintessential "insider" journalist, Halberstam sets out to show how this happened. His book is built up, like a coral reef, out of thousands of insider anecdotes, many of them genuinely revelatory: e.g., the newly- elected JFK going to Wall Street's Robert Lovett to find out whom he should appoint to what. But its subtext is Halberstam's deep romantic love for a U.S. Establishment his own great merit allowed him to join -- a love not all readers will be able to share. Some will also hunger for the "why" of Vietnam as well as the how -- a question that may require going beyond anecdotes. -- Steve Badrich


Ellsberg, Daniel. Secrets: A Memoir of Vietnam and the Pentagon Papers. New York: Viking, 2002. 498 pages.

In this autobiography, Daniel Ellsberg tells of his transition from a Vietnam-policy insider to an antiwar activist. He went from Harvard to become an economist at Rand, and by 1964 was a Pentagon policy wonk with all the top clearances. Then it was off to Vietnam as a State Department advisor and observer. Ellsberg was sufficiently gung-ho in Vietnam from 1965 to 1967, that he went on combat patrols even when he didn't have to. By 1969 he was at Rand again with his clearances, but less able than before to justify U.S. policy in Vietnam. After getting to know some antiwar people, Ellsberg had what might be described as a conversion experience. In 1971 he gave the secret Pentagon Papers to various newspapers. At his trial in 1973, the charges were dropped when it was revealed that Nixon's plumbers had gathered evidence against him illegally. Since 1973, Ellsberg has been a consistent and important critic of U.S. foreign policy in his speeches and writings.The only mystery in this book is why it took Ellsberg so long to figure out that he was on the wrong side. Most of the world had it figured out by 1967, and they didn't have Ellsberg's access to all those top-secret lies. A power-hungry Kissinger is easy to understand, while Ellsberg seems more intellectually honest, if somewhat elitist. Then again, late is better than never, so it is not unreasonable to accept Ellsberg's account at face value.


Jensen-Stevenson, Monika and Stevenson, William. Kiss the Boys Goodbye: How the United States Betrayed Its Own POWs in Vietnam. New York: Dutton (Penguin Books), 1990. 493 pages.

Monika Jensen-Stevenson was a producer for CBS's "60 Minutes" in 1985, and her husband Bill was a former fighter pilot, war correspondent, and the author of military histories such as "A Man Called Intrepid" and "Ninety Minutes at Entebbe." This book begins with a segment she produced on Bobby Garwood, a Marine POW who was released by Vietnam in 1979. Efforts were made to discredit Garwood, because his testimony that other prisoners were still held captive was inconvenient for high government officials. Her segment aired despite attempts to stop it by gray men with shadowy connections. This only whetted her appetite, so she quit CBS and convinced Bill to help her write a book. They were confronted with missing files, snatched purses and briefcases, harassment designed to intimidate, threats from officials, and stories from scared insiders. Ross Perot, the Christic Institute, Bo Gritz, Scott Barnes, and others figure in this disturbing drama, and the reader is left with the spooky certainty that there's something going on here. The Stevensons are a conservative, well-connected Georgetown couple who socialized with Eric Severeid and Supreme Court justice William Brennan, and they had numerous intelligence contacts. If in the end they write of "zealots who fund murky foreign wars with deniable assets and disposable soldiers," and refer to the secret state as a "hidden monster," who among us can feel comfortable?


Newman, John M. JFK and Vietnam: Deception, Intrigue, and the Struggle for Power. New York: Warner Books, 1992. 506 pages.

Drawing on his laboriously-assembled 15,000-page archive of official documents, historian John M. Newman builds his case that President Kennedy planned to win re-election in 1964 -- and then get out of Vietnam. Newman's Kennedy is an intelligent Tory realist, determined not to be suckered into an Asian Bay-of-Pigs-on-the-installment-plan. Kennedy stonewalled repeated requests from his inner circle to commit U.S. combat troops to Laos in 1961, and to Vietnam thereafter. As a result, Newman thinks, key insiders came to doubt Kennedy's nerve. Newman documents a high-level conspiracy that doctored the military's intelligence reports on Vietnam that Kennedy received during much of 1962-63. But grimmer assessments reached Kennedy via the CIA and the State Department, and Newman thinks Kennedy's real intentions in Vietnam are signaled by an October 1963 document ordering a secret 1,000-man initial withdrawal of U.S. advisors. (A few weeks later, President Johnson ordered the U.S. naval raids that led to the Gulf of Tonkin incident, and so to the war.)Whatever the final truth may be on the difficult questions Newman considers, his serious book deserves to be considered on the merits of its arguments. -- Steve Badrich

Sauter, Mark and Sanders, Jim. The Men We Left Behind: Henry Kissinger, the Politics of Deceit and the Tragic Fate of POWs After the Vietnam War. Bethesda MD: National Press Books, 1993. 394 pages.

In Paris on February 1, 1973, the U.S. gave North Vietnam a letter from Nixon promising $3.25 billion in aid in exchange for a list of POWs. North Vietnam wanted "reparations" but Nixon called it "reconstruction." This book makes a strong case that the list of POWs was incomplete; Vietnam was too smart to release all prisoners on the mere promise of aid. When Nixon failed to deliver, many POWs were left behind. Vietnam did the same thing with French POWs in 1954, and their distrust of American motives must have been keen after Kissinger's 1972 Christmas bombing of Hanoi. Much evidence shows that Vietnam always used two or more parallel prison systems, with no cross- fertilization of prisoners between them. The men who came home in 1973 were from one system, and weren't aware of those who may have been left behind.Since 1973, the Pentagon's cover-ups on this issue have been shameful. The brass want to hold out until the entire mess becomes a footnote instead of a career-stopper. Vietnam seems ready to wait also, and time is on their side. Now that relations are normalized, the transnationals moving into their economy are something of an insurance policy. In five or ten years, Vietnam might be in a position to demand reparations without fear of reprisals -- even another Kissinger wouldn't dare bomb Shell or Exxon.


Shawcross, William. Sideshow: Kissinger, Nixon, and the Destruction of Cambodia. New York: Pocket Books, 1979. 464 pages.

Since 1970 William Shawcross covered Indochina for The Sunday Times of London and other publications. When news of Cambodian atrocities surfaced in 1975, he began three years of research, including 300 interviews and numerous FOIA requests, that resulted in this book. When it was published, U.S. critics and pundits had not yet rebounded from recent revelations of domestic repression by the FBI, and coups and assassinations by the CIA, so the general consensus was that U.S. policy in Indochina had been a mistake and we deserved to lose. This book, which is highly critical of Nixon policies in Cambodia, particularly with respect to the role of Henry Kissinger, was therefore well-received by establishment commentators.Soon, however, the critics and pundits were taking their cues from the invasion of Afghanistan, the arms buildup, Reagan's comments about the "evil empire," and his assessment that the Nicaraguan contras had the morality of our founding fathers. If nothing else, our well-paid talking heads know which side of their bread has the most butter. Suddenly they were saying that had it not been for those peacenik demonstrators, along with writers who placed the blame on American policy, the tragedy of post-1975 Cambodia would never have happened.


Shultz, Richard H., Jr. The Secret War Against Hanoi: Kennedy's and Johnson's Use of Spies, Saboteurs, and Covert Warriors in North Vietnam. New York: HarperCollins, 1999. 408 pages.

The author of this book, now at the Fletcher School, was a Reagan cold warrior who used to churn out the sort of material that misread the Soviets and brought us all closer to World War III. This book, about the Pentagon's unconventional warfare program in North Vietnam from 1964 to 1972, is more restrained and factual. There are lessons to be learned, Shultz suggests, so that tactics are more effective in the future than they were in Vietnam.The Pentagon's program went by the name of Military Assistance Command, Vietnam, Studies and Observation Group (or simply SOG). Despite his implicit approval of SOG, Shultz deserves credit for revealing officially-sanctioned SOG programs, some of which deserve to be prosecuted as war crimes. In one project, North Vietnamese POWs were released back into North Vietnam with incriminating evidence secretly planted on them, so that they would look like American agents. In another tactic, 1,000 North Vietnamese fishermen were kidnapped and brought to an island that they were told was a liberated territory in North Vietnam, and then blindfolded and brought home. The hope was that they would spread the word that there was a resistance movement underway. Fortunately, the antiwar movement made Washington increasingly skittish, and official programs such as these were eventually phased out.
